Do they meet workforce needs?
While Qatar has been blessed with vast natural resources, our greatest and longest-lasting resource is our people. It is our intellectual wealth that will sustain Qatar’s long-term growth and development. The Higher Education Institute was established to promote our greatest resource. We make sure this happens by helping our students earn scholarships to the best colleges and universities in the world, advising and assisting them in the application process and supporting them during their studies and after graduation.

The Higher Education Institute is committed to making sure that Qatari students are equipped with the skills they need to be more competitive today and ultimately more successful in tomorrow’s world.

The best Colleges are any college in Europe or America... Of course most Qataris wont like their children studying abroad but when neccessary will search for a university in the Middle East and there are many great universities there. But the Higher Education Institution" will refuse sending the students to an Arabic country!!!

I think that if the Higher Education Institute is seriously committed to making sure Qataris get the best education they would send them to countries where their parents would approve of.

And lets not ignore the fact that to work in Qatar your usually required to have excellent Arabic, so why send the students to universities that teach no or little Arabic? i don't this this will be helpful for meeting the "workforce" needs.

I think it is great that a lot of Qataris will be given the chance to pursue their studies because of these scholarships. However, I checked out the "universities" link and it is not working. Which universities can the student get into with one of these scholarships? I think it's also a good thing that the recipients of the Emiri scholarship are required to work in an area of importance to Qatar upon graduation for a time equal to the length of the scholarship because this will immediately give the fresh graduate a job and enable him to serve his country if only out of gratitude.
