Following the announcement of the Qatar Secondary School Certificate (QSSC) results on July 1, 2010 and in response to questions raised by parents, students and media the Supreme Education Council (SEC) would like to verify the following:

First: Among the main principles of the QSSC is to ensure justice and objectivity in the internal assessment process conducted by the schools and the external assessment processes conducted by the Evaluation institute, and to enhance values of fair competition at the students and schools levels to achieve the best results.
 
The exams are conducted on both the advanced or foundation levels for all subjects as per the students’ preferences, thus giving them opportunities to choose subjects according to their academic performance. The external exams receive 70% of the overall score while the internal tests in the schools receives 30% of the total score thus raising the students chances to succeed and achieve scores that meets their aspirations.
 
Second: Among the regulations applied this time is the importance of passing all subjects. Students will have to repeat the academic year if they fail more than four subjects. Those who failed four or less have opportunity to sit for supplementary exams. If he/she fails in any subject in the supplementary exams, they will have to repeat the academic year.
 
The SEC has made these regulations very clear since the beginning of the school year and repeatedly confirmed that these regulations were set in the best interest of the students. Students were informed directly and via schools and publications. However, carelessness and negligence from some students and failure to take the exams seriously and the wrong perception that they could not fail has led to normal failure percentage in the exams. The percentage of failure was between 0 per cent in social studies & Arabic language (foundation levels) and the highest failure level at 22 per cent in physics (foundation level). Failure in other subjects ranged between 9, 12, 14, and 17 per cent.
 
Third: The SEC confirms the importance of the secondary certificate system in Qatar and the ability of students from various levels to adapt to it and transfer smoothly to the best universities inside or outside Qatar. Students need to exert more effort and treat the system with seriousness and understanding the various aspects of this system. Many countries in the world apply this system, which will contribute directly to the achievement of educational goals in independent schools through enhancing the capabilities of the schools to adopt their own assessment systems and increase trust in SEC plans to develop the education system in the state of Qatar.
 
Fourth: Education is a dynamic process and the independent schools system has undergone different phases of development particularly in the secondary level. The SEC observed the maturity of students and development of schools and performance and has decided at this phase to implement an ambitious system with high standards and set exams to align with the secondary level system. The main features for this phase is internal and external assessments, optional subjects and availing opportunities for universities, colleges and job sector to become aware of more features of students performance and their strong points.
 
Fifth: Although this is the first year to introduce the advanced level, the performance and achievements were very high and promising. The level of students’ ambitions and capabilities was upgraded and achieving students found a way to focus and excel.
 
Sixth: The exam system and all the associated process is subject to strict conditions and regulation and close monitoring by experts. The issuance of results follows the same standards and therefore the exams represent an honest indicator for students and their performance.
 
The Evaluation Institute sent letter to all secondary schools after the end of exams informing to prepare for the supplementary exams and to prepare their students and encourage them to take it seriously. It appealed to all schools to remind students of the rules and regulations for pass and failure. The evaluation institute is exerting every effort to do what is best for the students.  
Finally the SEC wishes to congratulate the students who passed the exams and wishes the best to all students sitting for the supplement exams.
