PRE 2004: LAYING THE REFORM FOUNDATION

December 2003 and January 2004 – Enumeration of the schools was conducted to determine the exact number of students, teachers, principals and parents associated with each school, as well as gather other related information.

December 2003 and January 2004 – Surveys were distributed to principals to gather information about themselves, their roles, and their school’s facilities, characteristics and organization.

October 2003 – Pilot testing of the baseline assessment tests was conducted in a representative sample of Qatari schools.

September 2003 – The Teacher Preparation and Certification Program began training its first group of teachers for the Independent Schools.

November 2002 – His Highness the Emir issued decree #37 creating the Supreme Education Council and the Education and Evaluation Institutes.

May 2001 – The education reform effort began with the commissioning of a study on the Qatar school system.
