The Qatar Comprehensive Educational Assessment (QCEA) results not only provide a single score for each student, but are reported by using performance levels, i.e. where the student stands in terms of achievement of Qatar Curriculum Standards. The evaluation procedures categorize test items according to difficulty, and then classify the students into three group levels: meets standards - approaches standards - below standards. The classification is also based on the students’ performance at different cognitive levels i.e. knowledge, problem solving, and innovative thinking. The QCEA provides a national picture of student performance that helps guide the SEC make policy decisions Although the Evaluation Institute administered the QCEA for the first time in 2004, this year’s data are of higher quality because they are based on tests aligned with the newly developed curriculum standards, which the SEC implemented in September 2004. The QCEA will be administered for the third time in March 2006 along with international studies known as PISA, PIRLS and TIMMS, which will provide additional information on how the education reform is progressing and how Qatar’s students compare globally, as well as about the relationships existing between achievement and other variables of the home, the school and the classroom.
