The
Higher Education Institute (HEI) promote
opportunities for excellence by ensuring that Qataris get a high quality
education at top universities in Qatar and around the world. In turn, this will
help us prepare our citizens to ultimately become leaders in Qatar’s business,
government and academic sectors, helping to meet our future workforce needs. The
HEI administer a range of scholarship programs including:
Emiri Scholarship Program:
This scholarship is awarded to students who show promise as future leaders by
having excelled academically in secondary school and having been accepted into
one of the top 50 institutions determined by the HEI.
Guidelines for Undergraduate Emiri Scholarships:
- Qatari applicants only;
- 80% GSCE or equivalent obtained during the last five years (preference
given to recent high school graduates);
- Letter of unconditional acceptance from an institution on the Emiri list;
- Minimum 530 TOEFL test or 5.5 in IELTS for those who apply to universities
that use English as the language of instruction;
- No additional financial support from another official sponsor is
permitted;
- Agreement to work in an area of importance to Qatar upon graduation for a
time equal to the length of the scholarship.
Guidelines for Absorption into the Emiri Scholarship Program:
- Qatari applicants only;
- 24 completed credit hours toward the major (Original transcript
required);
- Rating of at least very good;
- No additional financial support from another official sponsor is
permitted;
- University must be on the Emiri list;
- Agreement to work in an area of importance to Qatar upon graduation for a
time equal to the length of the scholarship.

National Scholarship Program:
National Scholarships provide support for students with potential to become
future business and professional leaders in targeted fields in Qatar. These
students have been accepted into one of 250 approved institutions.
Guidelines for Undergraduate National Scholarships:
- Qatari applicants only;
- 80% GSCE or equivalent (priority goes to recent high school graduates);
- Letter of unconditional acceptance from an institution on the
National list;
- Minimum 530 TOEFL or 5.5 IELTS for those who apply to universities that
use English as the language of instruction;
- No additional financial support from another official sponsor is
permitted;
- Agreement to work in an area of importance to Qatar upon graduation for a
time equal to the length of the scholarship.

Employee Scholarship Program:
This program provides opportunities for high potential employees in certain
sectors to pursue additional education and advanced training at graduate and, in
certain cases, undergraduate levels in areas of critical importance to Qatar.
Guidelines for Employee Postgraduate Scholarships
- Qatari applicants only;
- Rating of very good in the Bachelor’s program for students applying for a
Master’s Degree with the exception of doctors of medicine, who must have
scored a grade of at least good in the Bachelor’s program;
- Rating of very good in the Master’s program for students applying
for PhD with the exception of doctors of medicine, who must have scored a
grade of at least good in the Master’s program;
- Letter of unconditional acceptance from an institution on the Emiri
or National list;
- Minimum 580 TOEFL or 7.0 IELTS;
- Nomination letter from employer explaining the importance of the degree,
guaranteeing employment for 5 years upon graduation and stating the specific
position in which the employee will be placed;
- No additional financial support from another official sponsor is
permitted;
- PhD students must obtain their degree within a maximum of four years in
the UK and five years for students in the USA; no extensions are permitted;
- Agreement to work in an area of importance to Qatar upon graduation for a
time equal to the length of the scholarship.
Guidelines for Absorption into Employee Postgraduate Program:
- Qatari applicants only;
- 24 completed credit hours toward the major (Original transcript
required);
- Rating of at least very good;

Diploma Scholarship Program:
This is available to students seeking technical and specialized diplomas in
demand in Qatar’s labor market. These scholarships are currently available for
the College of the North Atlantic (CNA-Q).
Guidelines for Diploma Scholarships:
- Qatari applicants only;
- 65% GSCE within the past 5 years (priority goes to recent high
school graduates);
- Letter of unconditional acceptance from CNA-Q;
- Agreement to work in an area of importance to Qatar upon graduation
for a time equal to the length of the scholarship.

Pre-College Grant Program:
This grant supports students who need additional academic preparation before
university. Available through the Academic Bridge Program in Qatar and other
accredited programs, the Pre-College Grant is provided to students who will join
HEI-approved institutions at English speaking countries. Students who will
enter HEI-approved institutions in non-English speaking countries will have the
opportunity to enroll in language institutes for a maximum of one year to
qualify for completing their studies in the scholarship country.
Guidelines for Pre-College Grants to Academic Bridge Program:
- Qatari applicants only;
- 80% GSCE or a equivalent obtained within the last five years (preference
is given to current high school graduates);
- Letter of acceptance from the Academic Bridge Program.
Guidelines for Pre-College Grants in Foreign Institutes:
- Qatari applicants only;
- 80% GSCE or an equivalent obtained within the last five years (preference
is given to current high school graduates);
- A letter of unconditional acceptance from an institution accredited by
the HEI for a one year maximum language course.
